The expanded codes come from the _World Builder's Handbook_ for
MegaTraveller by DGP.

The expanded legal profile has the structure O-WTRVP, where 
O=overall, W=weapons, T=trade, R=criminal law, V=civil law, P=personal
freedom. The O entry is the world law level, the others are generated
as 2d-7+(UWP gov code). (This only works for the standard human gov
codes, I suppose.) Low numbers=less legal restriction.

The expanded tech profile is CC-GGGGG-TTTT-MM-N, where
C=common, G=general, T=transport, M=military, N=novelty. More
specifically: 

C1=high common, C2=low common
G1=energy, G2=computers/robotics, G3=communications, G4=medical,
G5=environment
T1=land transport, T2=water, T3=air, T4=space
M1=personal military, M2=heavy military

The expanded tech generation sequence is more complicated than the
legal, so I'm not going to try duplicating it here.

        Looks like the old DGP World Builder's Handbook. Legal profile, in 
order, consists of Overall (4), Weapons (0), Trade (3), Criminal Law (5),
Civil 
Law (2), and Personal Freedom (0). So it looks to me like they've got a very 
stringent criminal law system, some trade and civil laws, and wide open
weapons 
and personal freedom.

        Tech level profile, in order: High Common (F), Low Common (E), Energy

(F), Computers/Robotics (F), Communications (F), Medical (G), Environment
(E), 
Land Transport (F), Water Transport (F), Air Transport (F), Space Transport
(F), 
Personal Military (G), Heavy Military (F), and Novelty (H). If I needed
medical 
help or wanted some kick-ass personal weapons and armor, this is where I'd
want 
to go.
